A dog should never be off leash until it comes when called every time, around other dogs, people and wildlife. We build recall in layers and test it under real distraction before the leash comes off.

Leash rules vary by place. Martin County requires leashes on its beaches and in its preserves, and Port St. Lucie requires a leash no longer than 6 feet in city parks outside the fenced dog parks. Off leash training gives you control everywhere, and freedom where it is allowed.
